What is the Mossos registry?

Quick answer

It is the traveller-data submission system operated by the Mossos d'Esquadra (Catalan autonomous police) since 2005, currently regulated by Ordre IRP/418/2010 (which replaced the original Ordre INT/119/2005). It requires every accommodation establishment in Catalonia to submit guest data within 24 hours after the start of the stay.

The system was introduced by the Departament d'Interior of the Generalitat with the dual purpose of public security and tourism intelligence. The regulation was updated in 2010 with Ordre IRP/418/2010 — currently in force — and is managed through the portal registreviatgers.mossos.gencat.cat with automatic cross-referencing against the HUT register (habitatges d'ús turístic) since 2024.

Unlike SES, the Mossos portal is available in Catalan and Spanish, and the receiving administration is the Generalitat — not the national Interior Ministry. Submitted data stays within the regional system unless explicit interstate cooperation is requested. The establishment must keep the information available to the Mossos for 3 years (Ordre IRP/418/2010).

Why a parallel system to SES?

Quick answer

Because Catalonia had its own register since 2005 — eleven years before RD 933/2021. When the national SES was published, the Generalitat refused to dismantle the regional system citing exclusive competence on public security in its territory. The state didn't force it.

The jurisdictional conflict remains judicially unresolved in 2026. The Interior Ministry's interpretation is that RD 933 applies throughout the national territory and submission to SES is always required. The Generalitat's interpretation is that the Mossos system already fulfills the public-security obligation in Catalonia and duplicating is disproportionate.

In practice, no court has ruled on a case of an owner sanctioned for NOT submitting to SES having submitted to Mossos — or vice versa. But both administrations have opened cases against hosts for omission on their own side. The sector's practical doctrine: submit to both until further notice.

Who must in Catalonia?

Quick answer

Every accommodation activity in Catalan territory, including HUT (habitatges d'ús turístic), hostels, hotels, campsites and rural houses. The obligation arises from merely hosting a guest, not from owning the property.

Ordre IRP/418/2010 art. 1 defines as obligated "the titleholders of accommodation establishments located in Catalonia". The HUT regime of Decret 75/2020 expressly confirms that tourist dwellings with active HUT number are "accommodation establishments" for traveller-communication purposes.

Flats without HUT number but rented touristically are NOT exempt: in that case the sanction is double — for lacking HUT license (Llei 13/2002 art. 89 very-serious infraction) AND for not reporting (Ordre IRP/418/2010 + LOSC 4/2015 art. 36.4).

What data must be submitted?

Quick answer

Thirteen fields per traveller — one fewer than national SES. The most relevant difference: Mossos doesn't require payment method but does ask traveller's geographic origin with more granularity.

How do you submit in practice?

Quick answer

Via the portal registreviatgers.mossos.gencat.cat with digital certificate, idCAT or Cl@ve. Deadline: 24 hours after the start of the stay, same as SES. The system accepts both manual entry and XML batch upload. Retention: 3 years available to the Mossos.

Before first submission, the establishment must register with the regional portal via the "Mòdul d'alta d'establiment" indicating the HUT number (if applicable), address, and responsible person. The system assigns an internal identifier that goes in all future submissions.

Submitting a traveller to Mossos step by step
Submit guest data through the Mossos d'Esquadra portal.
  1. 1
    Access the portal
Go to registreviatgers.mossos.gencat.cat. Identify with digital certificate, idCAT móvil or Cl@ve PIN. The portal defaults to Catalan; switch to Spanish in the upper right.
  2. 2
    Select the establishment
If you manage multiple properties, choose the right HUT. The system pre-loads address and tourist registration number.
  3. 3
    Create the booking
In "Comunicació de viatgers", open a new booking. Enter check-in and check-out dates and number of guests.
  4. 4
    Enter each traveller
Per adult: full name, sex, document, nationality, address with region/country detail, date of birth. Phone and email optional. For minors: name, age and relationship.
  5. 5
    Confirm and sign
Review the summary and sign with the digital certificate. The submission is recorded with timestamp and remains visible on the dashboard for 4 years.
  6. 6
    Download the receipt
Save the PDF receipt. It is the proof of compliance in case of inspection.

Double obligation: combining SES and Mossos

Quick answer

Most practical is to submit both at the same moment — at check-in close. Some PMSs and vacation-rental software (PropertyHost included) automate the dual submission with a single guest data entry.

If managing manually, the optimal process is: during pre-check-in collect data once via digital form. At check-in confirm identity in person or by DNI photo. Immediately submit to Mossos (simpler, fewer fields) and then to the national SES (more fields, requires document issue date + payment method + mandatory email/phone).

A common mistake is to give the tenant the form with optional fields blank and then be unable to complete SES without re-contacting them. Collect the fourteen SES fields in pre-check-in and reuse for Mossos.

Inspection in Barcelona vs. rest of Catalonia

Quick answer

Barcelona city concentrates the bulk of inspections for unreported travellers — combination of tourism saturation, HUT moratorium and political pressure. Girona, Lleida and Tarragona have considerably less inspection pressure.

Since the 2018 HUT moratorium, the Ajuntament de Barcelona has a dedicated team for inspecting tourist accommodations. They cross HUT register data with Airbnb and Booking listings, and verify Mossos compliance as activity proof. A property with listings but no submissions is an automatic inspection candidate.

Operating touristically without an HUT license is a "very serious infraction" under Llei 13/2002 art. 89, sanctioned per art. 92 with fines from €60,001 to €600,000, plus possible establishment closure. Specific sanctions for not submitting traveller data to the Mossos fall under the serious category of LOSC 4/2015 art. 36, with fines between €601 and €30,000 — cumulative with HUT sanctions during inspection.

Frequently asked questions

If I submit to Mossos am I exempt from SES?
No. The Generalitat and the Interior Ministry consider submissions independent. The jurisdictional conflict remains open in 2026; meanwhile the practical doctrine is submit to both.
I'm a French citizen with a flat in Salou. Do I have to report to Mossos?
Yes. The obligation is by property location (Catalonia), not owner nationality. If you rent touristically in Salou you must submit every traveller to Mossos, in addition to national SES.
Does Mossos pass data to SES or vice versa?
Not officially. Each system keeps its database independent. In practice, inter-police cooperation (Mossos ↔ Guardia Civil ↔ Policía Nacional) exchanges information ad-hoc during investigations, but there is no automatic flow.
Is there a penalty for minor errors in a Mossos submission?
Yes, typically as a minor infraction. Under Llei 13/2002 art. 87 (minor infractions) the sanction is warning or fine up to €3,000 (art. 92.1.a). The administration usually requests correction before sanctioning, except for recurrence. Typos without concealment intent stay at warning level. For complete failure to submit, the serious regime of LOSC 4/2015 art. 36 (€601-€30,000) applies instead.
Do I have to report to Mossos for long-term rentals (over one month)?
No. Ordre IRP/418/2010 applies to "accommodation establishments" — tourist rental with hospitality-typical duration. LAU art. 2 (primary residence) and art. 3 (seasonal > 1 month with verifiable motive) are out of scope.
What if I rent via Booking? Booking already reports.
Booking reports certain data to national SES under RD 933 art. 3. It does NOT report to Mossos. The Mossos obligation remains with the Catalan host, regardless of booking channel.
