What is a VFT (Vivienda con Fines Turísticos) in Andalusia?
A VFT (Vivienda con Fines Turísticos) is the Andalusian category for a dwelling rented out for short tourist stays. You register it on the Registro de Turismo de Andalucía (RTA) with a number in the style VFT/PROV/00000, which must appear on every listing.
The regulatory framework is Decreto 28/2016 on tourist-purpose dwellings, issued under the umbrella of Ley 13/2011 del Turismo de Andalucía. A VFT is a dwelling on residential land let entire, furnished, equipped and for payment, for tourist use on a regular basis. Registration on the Registro de Turismo de Andalucía (RTA) is by declaración responsable, not prior licence — but the regional government can inspect and de-list you if you do not comply.
The number follows the format VFT/PROV/00000, where the province code is CA (Cádiz), GR (Granada), MA (Málaga), SE (Sevilla), AL (Almería), CO (Córdoba), HU (Huelva) or JA (Jaén). That number must appear on every advertisement or publication — Airbnb, Booking, your own website — and is also required when invoicing for stays. Without it, the platforms pull the listing.
The material minimum requirements come from Decreto 28/2016: the dwelling must hold a licencia de ocupación (Andalusia does not require a cédula as such), fixed cooling in living rooms and bedrooms between May and September, heating between October and April, a first-aid kit, local tourist information, complaint forms available to the guest, and a customer-service phone line. Maximum capacity: 15 sleeping places in total, with a cap of 4 per bedroom.
The operational obligations include: reporting every guest to SES.Hospedajes, declaring income in IRPF (fiscal resident) or Modelo 210 (non-resident), issuing an invoice on request, and keeping the inspection log available. Because the regime is one of declaración responsable, municipalities can add their own layer — Sevilla and Málaga, for example, have introduced extra town-planning restrictions for granting VFTs in certain neighbourhoods.
Why it matters
A VFT is a declaración responsable — you enter the register on your own signature, without explicit approval from the administration. The consequence matters: if you declare something incorrectly, or fail to meet the material requirements, the Junta can de-list you on its own motion and sanction you for false declaration (article 71 bis Ley 39/2015). Make sure you meet every minimum in Decreto 28/2016 before you register — this is not a procedure you can "fix as you go".
